[Netnews-action] fixed link: Rights of Way

As it's been pointed out the link was not working to the MS Word
document in the below article. This was due to forgetting to update it!
This has now been corrected.

A "Rights of Way Improvement Plan" is being drawn up for Manchester? To 
have your say, complete the Council's short questionnaire as soon as 
possible (end-June deadline is not a strict one: see below).

We have put the questionnaire on the Networking Newsletter web site, see
